In response to the increasing rate of vaccination the NSW Government has relaxed more COVID19 restrictions, effective from today, Monday 8 November.
The Public Health Order has once again been amended. This amendment has removed the specific reference to community sporting activity in section 2.12. Community Sport no longer has different maximum attendance limits to other indoor or outdoor gatherings.
Note that all items below refer only to fully vaccinated people aged 16 and over, children 15 years or younger and those with a valid medical exemption (medical certificate required).
Outdoor
For gatherings of up to 1,000 people:
- An outdoor public gathering is permitted to have of up to 1,000 people, provided there is space to accommodate 1 person per 2 square metres. This includes community sport and recreation activities.
- An outdoor public gathering does not require a COVID-19 Safety Plan and the associated requirements (ie QR code check-in).
For gatherings of over 1,000 people:
- Organisers are permitted to host a COVID-19 safe outdoor public gathering, with a maximum capacity of 1 person per 2 square metres. There is no upper limit to capacity beyond the 1 person per 2 square metres.
- A COVID-19 safe outdoor public gathering requires the organiser to have and implement an Outdoor events COVID-19 Safety Plan.
A COVID19 safe outdoor public gathering (1,000 plus attendees) is one which meets the following requirements:
- Is operating under an Outdoor Events COVID19 Safety Plan, which must be available on site at all times for inspection;

- The organiser must take reasonable steps to ensure that an unvaccinated adult does not attend the event.
Note that the COVID19 Safety Plan required for outdoor community sport has now reverted back to the Outdoor events plan available here. Netball NSW has once again updated a template version of the new Outdoor events COVID19 Safety Plan on the Netball NSW COVID19 Information page on the website to assist Associations.
Indoor
Indoor facilities can allow up to 1 person per 2 square metres onto the premises. Indoor facilities are required to be operating under the appropriate COVID19 Safety Plan for the type of premises.
